I'll attach a screenshot of my traceroute, since I can't tell if the issue's on my side or not.
Thing is, I've never had any lag problems playing Hawken before today.

Don't worry too much about the initial "Request timed out"; some routing connections might not respond to ICMP (pinging) messages as a security feature (like Amazon).
After the 3rd hop along your connection your latency jumps from the teens to the hundreds, and then briefly back down into the teens, and then it slowly ramps up again. This is indicative of routers prioritizing your ping requests. Generally speaking though, it's the last hop that really counts. If the last hop is low despite higher latencies earlier on, then you don't have a ping problem; the routers are simply prioritising your packets and sending them to the back of the queue.
If you're consistently having network issues going forward, try running NameBench to see if there are any faster DNS addresses available to you, and failing that, you could try adjusting your TCP ACK settings; this will do that for you.

I ran a game of League of Legends to confirm and yes, it's not a problem on my end. For the entire match I never went above 103ms. In a game of Hawken earlier, I was bouncing around like a madman between 126 and 449ms

Hm, interesting. I've experienced a wildly fluctuating ping in game on a couple of occasions. I remember connecting to a Japanese server with a ping of 32 and by the next time I'd opened the scoreboard it was in the 140s. I wonder if this might have something to do with the game client pinging Adhesive's/Meteor's stat service or syncing data during gameplay.
Whilst it's impossible to get a real sense of your real network performance without solitary access to the network you're testing, someone at both ends, etc., it looks like it might be time to perform an uber systematic test of my connections.

I get a ping of 115~ when pinging the server. Also, US East is still empty today
