Currently the windows key is disabled while in the game. Like in most games pressing the windows key should release your cursor from the game and also bring up the start menu and allow you to look at other windows you have open. Alt-Tab seems to work correctly so I am not sure why the start key isn't.
Also as I use multiple monitors I would find it beneficial if the cursor was not locked to the game while in menus, and when I enter a match it does lock, so I can easily move around my monitors when out of a match.

This is a terrible idea. Especially for a FPS
Do you now how many players would complain if the windows key was enabled_
I have trouble enough accidentally hitting the team chat key ("T") {right next to 'R'} if I forget to rebind it.
Most gamers will have it disabled in the registry but why create a problem.
If you really need the features you want, run the game in windows mode or use ctrl & esc for the start menu
