Noticed this while trying to reproduce another bug tonite. You can interact with any window behind the options window, such as selecting mechs in the Mech Shop, or selecting and customizing any mech you own by clicking on the areas behind the Options menu. Purely cosmetic bug, and doesn't affect gameplay at all that I've seen.
