Now that we have limited use items back in the game, why are there still time-outs attached to them_ Should we not be able to get full use of a defensive item until it is either destroyed or you die_

If I have taken the time to conceal a scanner or scrambler in order to maximize its life, should I not have the benefit of it's use for the full duration_
