It seems that for some of the primary reticule options on the predator, the reticule is stuck in it's popped-out position (i.e. how it looks right after firing your primary). This bug isn't much of a big deal, just some inconsitency that can be ironed out.

If you're using the breacher, then that's intentional. Dev's have said before that the primary reticle's size is relevant to the weapon's spread.
