Been asked for and discussed since alpha.   Copyright and inappropriate image reports and such require personnel that ADH doesn't seem to have at this time.

One of the devs posted that they were looking at adding an in-game editor for making your own emblem and/or cammo (I don't have the time to dig around and find the post right now, search for posts with the word 'decal' or 'emblem' if you want to find the discussion), but it seems 'priorities' put this on the 'nice to have, but not going to be done anytime soon' list.
