Edit: I guess need to clarify. This isn't to call out Lion and Weez for having them. The're great pilots and they deserve it. My suggestion is to have some sort of system where people can (maybe for a fee) submit their own custom emblem designs. They could then be approved by moderators and applied to your account.

I don't think this is true.

Are you saying that they have the Vanguard Initiative emblems that you don't have, cause those are the only ones I'm aware of that the general population can't have access too.

There's a couple emblems that resemble some high profile user's names.

That said, saying they're custom emblems is kind of like saying the Haters Gonna Hate is a custom emote for me. So yeah... Take that as you will.
