a little digging shows that chrome synthesizes the bold/italic effect for web fonts, instead of using the Windows's built-in hinting system for rendering these effects. This synthesis was probably done to reduce some side effect with using GDI to render fonts(speed, overhead, I dunno), and they have yet to alter their codebase to use DirectWrite's hinting abilities.
you wouldn't believe how much goes into rendering fonts. used to be just bitmaps lumped together to support a limited number of point sizes, now fonts are rendered using their own subset of scalable vector terminology.
