Every game I have gone into, I am stuck with the lower ranks while the higher ranks are grouped up. Unfair period.

Three things could be happening:
You're a decent player, so the matchmaking system expects you to carry your team-- though sometimes that's impossible to do.
You're always going against partied up players. Very unlikely.
Confirmation bias. You note the unbalanced games, but you don't note the balanced ones. Most likely.

Agreed, specifically there are few balanced games, where the exact same is happening to the opposite side.

okay.... the basic problem is a severe lack of available folks to match you up with, most likely. As per:
Steam: 384 In Game
Herokuapp: 219 players on 137 servers
best solution is to open your browser to http://hawken.herokuapp.com check to see what's going on, and the level avg (i know, lvl doesn't really mean squat), then bump that against what you see on the Play screen Server lists.
this also my help you and your friends meet up in specific numbered servers for play. my personal goal is to start a list of server numbers i have consistently had VOIP operational on, for example.
