This isn't a bug, this goes in the support forum instead. However, the reason is that the beta does not begin for another 8 hours, roughly (it's scheduled for around noon Pacific Time, GMT-0800), and the updates are not yet available for download.

If you are receiving the "unable to download the manifest" error its because the servers are not yet open. Servers will be up around 12:00noon pst.
