System specs would be really helpful in trying to diagnose this issue.

System specs, OS, driver info.  The problem we're having is not everyone is having problem.  For instance at home, I have a core i5 with an AMD 6850, and I run at Ultra settings with a constant 30+ frame rate.  I've seen posts with people who have better specs running significantly worse.  This isn't a case of simple optimization and any info people can give us will help track down any potential problems.

Not sure about AMD but I know Nvidia has an option in its control panel to be either power saving aware or full on performance and this can impact the nvidia side of things.

Also the other thing people can check is if their system is set to balanced or maximum for power savings which can also play another role.
