Can the developers modify the game to take advantage of running the game in Direct X 10 or 11 based on automatically adjusting to the pc graphics card. Most of us have high end graphic cards so that would be really great to enhance the gaming experience.

DX10 and DX11 optimization are just that: optimization. That will come in time as the rest of the game comes together into a solid, finalized form, code-wise. In software development, first you make it work, then you make it fancy.

The difference between 9,10,and 11 is so minimal its not worth it. You look at some many mainstream games and they still run dx9.

Borderlands 2 is a good example as is Hawken :-P

A bit of help here please.  I am new to this game scene.  In the game the opposition moves at light speed and can fly and shoot continuous.  I move like a snail have one gun and shoot only occasionally.  Also, the mouse control is so jittery fast that it is in essence uncontrollable.  Do you know of a place to find info on how this is supposed to work_  Thank you for any help to get started.
