But it really needs to go after the start of the game. I've joined a few games lately midfight, and that boot sequence renders you useless for 10-15 seconds. When there's a dude outside your base raining pain in on you and your teammates, the last thing you need is to be an involuntary pacifist.
It's also a problem on the Origin seige map. I can reach the Energy Tree before I've finished booting up in that map with a B-class mech, meaning an A-class could easily do it as well. If me and an enemy are equally quick and reach the same tree, we'd just be sitting there staring at each other until the boot sequence finishes, giving the advantage to whomever loaded into the game first.
It's a neat touch, but it needs to be adjusted, and eliminated after the first 10 seconds of any match.

It pretty much cripples you from doing anything until your fully loaded in mid game.
