Also i doubt jammers will be implemented because of the way Hawken's radar system and map design work out. Since most areas of the map are multi-leveled and the radar shows no terrain, i would op to just go on heal mode to get off peoples radars instead of jamming their radars...
Maybe a turret could be made that projects a Heavy mech in the shut down position. It wouldn't show up on the map anyways because it's shut down and any enemy that sees this juicy vulnerable target will immediately try to attack it. that'd be a great bait option.

Due to the lack of NDA on CBE1 I am able to say that all mechs are able to purchase and equip a radar scrambler which has a one-time-use per spawn.
The device does not really block all radar signatures but scrambles the signals making the enemy think that there is more of your team in different positions than you are in reality.
Each device deployed will self-destruct if your mech is destroyed so you can keep dieing and spam items everywhere.
Also the 'Radar Booster' and 'Radar Jammer' are actually physical objects that you deploy in-game which if the enemy finds, they can be shot and destroyed.
