When abilities are on cooldown, killing an enemy mech reduces ability cooldown by 25%. Get an assist on an enemy mech to reduce ability cooldown by 12.5%.
This is a very significant change for several reasons:
- This is no longer a flat 6 second timer reduction on kill
- This is no longer a flat 3 second timer reduction on assist
- This no longer affects items

So when fully leveled a sharpshooter's powershot has a cooldown of about 40 seconds. With the new replenisher the SS can now reduce that cooldown by about 10 seonds for every kill and about 5 seconds for every assist. Considering how effective powershot is, this change is quite ridiculous. I honestly hope this is not the final replenisher value that we will be stuck with for when the rest of the February patch is released...

My suggestion: Revert replenisher back to the state is was before the steam patch. Even though it does not effect items anymore, it would still be a strong and attractive choice for many mechs.
