earlier i have the same problem...
try to download it uncountable times.
uninstall it then install it again...
amazingly it is downloading...

when i started the launcher, meta error, then i tried again and it started downloading again...

This worked for me. Instead of using the launcher, run your (Insert letter here):HawkenInstalledHawkenFilesBinariesWin32HawkenGame-Win32-Shipping and your game SHOULD start, and bypass the login menu.

I was having the error too, but it just downloaded. (I kept myself logged in)

MOD is it new patch_ Before the error I have only 700MB left but now it increase to 1641.8MB
