Please let me know if it possible to play this game on non-administrator account on windows 7. Also Internet Explorer is unable to connect to internet.Thanks.

The browser has no effect on your ability to run the game. If other browsers connect you successfully to the internet then you're fine.
If the administrator allows you to install other software from your non-admin account, then you should be able to install HAWKEN. I also think that steam could bypass that in case admin doesn't allow you.

One problem might be that the firewall settings cannot be modified by non admins and it would not allow the proper communications.
I'm going to say the opposite and say that you need admin rights to at least get the game installed and setup properly, but once its working you don't need them anymore.
