Mini Flak canon is slightly too powerful, It would be necessary to reduce this damage. In all game scout and Vangard with mini Flak finish number one.

I disagree.
Although the Mini flak may be powerful at close range, it is only so in sustained firefights.
If you simply engage a mini flak vanguard or a mini flak scout at range, they won't be able to do as much damage at all, because of the dropoff and spread of the weapon.
If you let them get too close, try to corner poke, as they rely on DPS, not burst, and therefore shouldn't be able to do much damage.

Plus: It overheats superfast!
So if you managed to escape or dodge or in any other way negate some of it's damage, the Mini Flak user will probably have overheated before even killing you entirely.

Mini Flak's optimal range is 40 meters and under - in other words, the diameter of the shield item + one quarter of that. After 40 meters the MFC loses a lot of DPS due to spread and falloff (17,3dps every 10 meters), which is among the highest if not the highest loss of DPS due to range.
As others have said, just keep your distance. Past super close range the weapon rather tickles.
