I used to play a lot then life happened.
Towards the beginning of December I want to get back into the swing of things (it doesn't take me long to pick up on Hawken) and join a clan.
I'd like to join a clan that does tryouts and I want my skill to be constantly critiqued.

Oh, and I say "semi hardcore" because I'm already devoting quite a bit of time to another group in another game so I'd really like to maintain a flexible schedule with a Hawken clan.

I would consider Violent Resolution for a clan with good players and flexible scheduling. Few clans (if any) that require "tryouts" are going to have very flexible schedules.
