No matter what I try. The game performance is terrible.
I have tried fiddling with the files to increase performance.
I've even purchased more specs for my computer.
The game is almost unplayable with my low fps.
If anyone knows how to increase my fps at all.
Please say so.

It's better to post your specs from the dxdiag window. You can open this by hitting start and typing dxdiag. There were a few people I've seen who haven't even updated Windows 7 to SP1 nor have they updated their GPU drivers in a long while.
