i have this issue as i play this game for awhile and this happen to me i dont' know how  i try everything as people post i still didn't work  my spec 
AMD A8 3850 RAM 8 window7-64bit 

re install didn't work!! ?T^T 

and i didn't notice that game have only 3 floders and 2 files?

Well I have the exact same amount of files and folders as you have, maybe your computer isn't strong enough? If it is, try verifying your game cache for any missing files

i was wondering about my computer's performance but i had play this game many times 
and i already verifying game cache  it's nothing happen ?  im so confuse lol

Gotta be patient.  Support probably won't answer for a bit, it's been less than 6 hours.

erase this folder and start the game it will regenerate new config files which sometimes become corrupted and will persist through reinstalls.

 

if that dont work i've had to reinstall my video driver that became defunct after a windows restore

Renaming (deleting) the Config folder work to get Hawken running again.  Thanks  MechFighter5e3bf9
