Well, if you don't mind a dual-boot setup Linux has a ton of free editing, composing, synthesizing, sequencing, etc apps. All you have to do is install and download.

http://www.kvraudio.com

Search for drum machine in Quick Search.

Albeit not free, you may want to try FL Studio. It has a free demo that can render to .wav, .mp3, etc. In the beginning it used to be a drum machine itself (you might remember FruityLoops) that has grown up to be a powerful DAW/VST host. It has a modest price compared to what it offers and life-time free updates!

Yeah FL Studio is great for drums, if not only for the step sequencer and the pattern concept. Load it up with samples and/or VSTs and you can do whatever you want.

FL Studio is one great software with many many functions but it needs of a license. IIRC the minimum fee per license was around 70 bucks (with limited features though).
