So my laptop has a maximum refresh rate of 60Hz, but some games including HAWKEN are being rendered at around 144 FPS which is unneeded (energy consumption and heat).

 

I'm able to limit it to 60 FPS via NVIDIA GeForce Experience but only when I'm on battery and when the battery saver mode is on.

 

Is there a way to fix the FPS at 60 for all games indefinitely? Thanks for any help!

Nvidia control panel might have something for a universal setting, but limiting the displayed frame rate may or may not actually prevent the card from doing more work to render more frames. There may be a low power setting wither in windows or in Nvidia control panel though.

I have been using DxTory with some success to limit/stabilize my fps.

Works with all games I tried it on.

Actually it is a video recording software but has some other features built in. (Like the fps limiter)

It's not really freeware but you can "experience the trial" indefinitely and use its fps limiter without any restrictions.

Alternatives to that would be "Nvidia Inspector". Which can be configured to limit FPS too.
