I just played against a CR-T with an AR in his left hand and an SMG in his right.

I would love to know how that is possible! I've discovered that my old G2- Assault can now change its primary from the XT to an AR/SMG weapon, but the secondary remains the XT.

 

So who was that mech and how can you do that?

Probably weapon glitch, I think in one of the dev updates they said it was fixed, but it still happens to me sometimes.
