all hawken clans are in "low gear" mode. at least I know TDM and THC are.

The whole of Hawken, let alone the clans, are currently in "Low gear mode". If the game gets fixed and the traffic starts to pick up again, then clans will be relevant again.

Even then, clans will remain in such a state. organized communities actually organizing games are centered around private servers - mainly for their ability to customize game modes and maps for events and competitions.
