Rainmeter is easy to learn and has basic templates to use your desired news feeds/weather/time zones/what-have-you.
You can alter the templates to suit and use any background desired,pretty cool stuff. Lots of desktops on Deviant Art too.
I played with it a few yrs. back and I'm sure it has improved since.
It isn't much of a resource hog either as it hums along in the background.
