If and when additional information becomes available, this thread will be updated to ensure our players are kept up to date regarding these ongoing problems.
Players may be impacted by a number of issues, including:

On the subject of network performance, we made some changes with this upcoming patch which should hopefully improve the latency spikes you may see during gameplay. This doesn't mean that every problem will disappear, but we are continuing our investigation and will actively work on the issue as it's not something simple. It does however remain one of our very highest priorities.
We also have a dedicated team working on improving other online systems which may on occasion negatively impact the performance of the game for a brief amount of time. Some great changes are being made to how data is managed and we are doing everything we can to ensure the user experience is as good as it can possibly be. As a result of the work being done to solve these ongoing problems, game services may have to be interrupted from time to time. We will make sure to communicate to our players as quickly as possible when these events occur.
