All bullet weapons are hitscan (
instant travel time), so hold your reticle directly in their center of gravity (
no headshots to worry about) and have at them. Your reticle will light up red if it's directly on the target; make sure it's always lit up, or else you'll know it's time to work on your tracking skills.
You need to lead with explosive secondaries, let off of your primary for just a second (
don't want to build extra heat), gauge what direction they are moving/how far away they are, and give it a shot. Your projectile is quite large, and your targets are freaking huge, so it shouldn't take too long to get the hang of it. Remember, the TOW Rocket and Grenade Launcher can be manually detonated with the weapon utility button (
middle mouse by default), so if you see you're about to miss, you can easily still land explosive damage with proper timing.
Against targets that are dodging around randomly, wait for the dodge, then fire your secondary. Once you have the timing down, players who aren't dodging reactively are easy targets. It shouldn't be too hard to keep hitting them with your primary while they dodge; if you're missing lots of shots after each dodge, you just need to practice tracing targets with your mouse.
Getting killed yourself gets in the way of killing people, so try dodging left/right as you notice people shooting at you... better players will take advantage of this quickly, but most players struggle immediately when you use dodges compared to just standing/walking. As you get the hang of dodging without thinking/throwing off your aim, wait for them to fire (
or try to anticipate their cooldowns) and dodge out of harm's way.
All that's left is "keep trying, you'll get better". In my experience, mechs melt like butter the moment I start shooting.
