So I did a quality test a while back using fraps, and decided to upload it, but never made it public.
I uploaded a few videos at 60 FPS before Youtube fully implemented it, so they have resurfaced as 60 fps in the last month or so.(I managed to temporarily lose HD on a couple other vids as well because they were uploaded at 60 fps.
Looking at the description I wrote, I must have been under the misconception that people weren't uploading videos at even a solid 30 fps - I might have been referring to the mouse jitter/shakiness that is plentifully available on Hawken videos, but I'm not sure.
So there's nothing inherently special about this video other than the recorded gameplay footage is older than a year and a half, and it's in 60 FPS.
