Windows 10 resolution downscale

I use a 1920x1080 (16:9) monitor. I've been playing some games at 1024x768 (4:3) for a while now, and have gotten used to the stretching of the display that occurred by default under Windows 8.1. (Circles appear as horizontal ovals). 

I can still set my display to 1024x768 under Windows 10, but doing so simply adds black bars to either side, as opposed to stretching the monitor. At this point I would prefer the display to be stretched.

 

The drivers have obviously been updated, given the new OS, so I can't really roll them back and am unsure if this is an actual issue with the driver, or is just a setting that I'm missing somewhere.

How would I go about returning my 4:3 resolutions to the stretchy glory that I am used to?

Just a guess, but try going into the control panel for your graphics card, and set the scaling to be performed on the GPU instead of display. I know Nvidia allows you to set scaling options, but for AMD I cannot confirm.

if that doesnt work, go into device manager and deleat the driver, then reinstall the one you want

Assuming you have an NVIDIA graphics card, find the NVIDIA Control Panel by either right-clicking on the Desktop and choosing 'NVIDIA Control Panel', or search for 'NVIDIA Control Panel'.
