With votekick implemented (60-70-80% of players' votes needed), these are the possible scenarios that come to mind mind:
A: Kicked player is a douchebag (cheater, griefer, is insulting others, etc.). Job well done.
B: Kicked player is too unskilled and makes imbalance. He needs to play on a server with lower MMR. Better for him/her and for the other 7-9-11 people. Job well done.
C: Kicked player is too skilled and makes imbalance. He needs to play on a server with higher MMR. Better for him/her and for the other 7-9-11 people. Job well done. But kicked player enjoys stomping? Then it is scenario A. Kicked player can't find other matches because he is probably in the top 20 ? Well, that's an issue, yes.
D: 60-70-80% of the lobby are douchebags and kick players just for fun/whatever? This has low probability IMO. But probably it's better for kicked player not to play with them and go to another server.
To sum up I think that votekick could be more beneficial for the majority than harmful for some people. If someone gets kicked frequently, maybe it has a reason and he/she needs to think about his/her attitude. Regarding the issue of the Top 20 players, the majority has to understand that they can't find games and need to play somewhere. But that's where the concept of rookie-servers and unlocked high-MMR servers could come in and mitigate the risk of noobs votekicking pros (keep 'em separated!). Maybe it also would be good to disable votekicking against players who used the Queue if there are no empty servers in higher MMR range.
Currently when someone ruins the match many people leave during or after the game which has a similar effect from the viewpoint of the 'problematic' player, but the result is just worse for the others. They spread and late-join other games, thus creating imbalance.
Are there other possible scenarios that I forgot?
