First of, check if you (still) may have any hardware/drivers issue or conflict as well.
Run Windows Update.
Download the CCleaner free software from www.piriform.com and disable any potential software causing any possible trouble while the system session starts in normal mode.
Are both of the required DirectX and Visual C++ libraries (deliverables) well installed on your system? The game install both just before playing the for the first time. Check the integrity and installation status of both deliverables.
Check the integrity of the game files in Steam. Verify it as well. Right click on the game in your games library, properties, local files tab.
Check your GPU drivers too. Perhaps you messed the GPU settings anyhow? In that case then go back to default settings.
Run a hard disk defragmentation to solve any possible data corruption/fragmentation in your files. Even a full Scandisk if you think is required and may be of any help too. (Takes a while but prevention is good; always).
Revise your fans (PSU, CPU, GPU) and clean 'em well if there's too much dirt causing cooling issues. Download the Speccy free software from www.piriform.com to check your hardware temperatures too.
