My heal target normally handles that.
I do support, cos that's what a tech is for.
As per my earlier comment about minor 'adjustments', I'd like to see tech get a bit more benefit from using red beam (do a bit more damage-per-sec, more benefit from ability) at the loss of some heal-per-sec on team mates. I'd also like to see the PN get a bit more frontloaded and a slight DPS increase (given its crap accuracy beyond med range). I think this would make the tech more likely to swap to damage during skirmishes and then revert to healing when out of combat. Slightly more survivable solo too.
Survivability is good when Tech has the lowest health pool in the game.
