It's both. You unlock cosmetics both through pilot rank and mech rank - you just unlock different ones.

I was just confused when I didn't see the mech-rank related ones mentioned in the Patch Notes.

Hope the case won't be so extreme on the battlefield.

Nevertheless, would not be a terrible idea to consider a new counter-meassure in order to cancel holograms (in the same way we have anti-scrambler CMUs in the game already). Just an idea though..

I have a problem with mine.. I have five fully ranked up mechs from OB.. but I have to purchased the chasis of these 5 mechs  to unlocked rank 2 to rank 5... does this happen to everyone_

Mine all migrated just fine. Click Support in the upper right corner of this page and submit a ticket to customer service. They can probably help.
