I think it is. Life support is a better term for it. Reloaded - the company that is presently working on the game - is apparently continuing development. From a business standpoint, keeping the playerbase low right now is for the best if there's any intention of moving the game forward. As it stands, Hawken has very poor player retention. That's not a thing any of us like, but it's a problem that needs to be solved before anyone starts asking for more players - else those new players will just be people who tried the game at some point, not likely to be customers in any sense.
Is it dead? Most players in any sense of "the know" would say no, though most of us have the sense to keep our expectations low. We just appreciate the game for what it is, and are happy we can continue to play it.

PS - you may find it more conducive to your experience to abandon the idea of Hawken being a "mech game". That is admittedly, perhaps one of its greatest problems. Many people arrive expecting a World of Tanks/MechWarrior Online experience, but that is a far, far cry from what this game is. It's best described as a class based arena shooter (with a turn cap) with a mech skin and lore.
