Even a semi-competent pro/competitive player would already know to use the better weapon for the job. Knowing that x weapon beats y weapon, under z scenario, the reasons for, AND the exceptions of said scenario (be it range, cover, powerup, ammo, positioning, etc) are crucial in making effecive plays and strategies.
99 times out of 100 the people who cry "nerf!" or "buff!" don't know how to use what they want changed, are just butt hurt because someone kicked thier ass, or are stuck up on some misplaced "code of honour" for not wanting to use an "op/broken" weapon/char/etc.
Anyway. Maybe I'm old fasioned, but when I played competitively in Q3, and some CS, I never once wanted to have some kind of rank system for the pub servers I joined, or the players I would meet.
If I was doing well in a particular server, I'd have some fun.
If I wanted more of a challenge, I'd go looking for it myself.
I didn't need nor want an overbearing system saying "HEY THIS IS WHAT WE THINK YOU ARE, AND THESE ARE THE PEOPLE YOU SHOULD PLAY WITH! K BAI!" or some other bullshit system trying to categorise me, and pick which games I could play.
Not only that, but seeing as there was no system in Q3 or CS, everybody made do without it absolutely fine.
I mean come on. What if I felt like going onto a random server that gave everyone the railgun, and turned on instagib_ Some of the best times and coolest people were met in that game type. For crying out loud, I met the UK champ for Q3 instagib in game, got talking and found out that he lived a 5 min walk from my house! We've been great friends IRL ever since!
Its just not possible for things like this to happen with a match making system. I'd never have gotten anywhere near his matches, because I only played instagib for fun, but for him it was making him real life money at tournaments, kicking ass and chewing bubble gum.

Not to sound fanboyish, but the most played games out there will include the Quake games, the Unreal Tourney games, the CS games, a couple of RTS games (starcraft) and a whole heap of beat 'em up games.
What these games have in common, is that they do not include any of the bullshit systems that are being stuffed into games today. It was/is all done outside of the game, using either 3rd party software, or simply by teams agreeing on a website or whatever, and then everyone joining the right server at the right time, or even turning up to the right convention hall or place in the world, at the right time.
