In low tier servers maybe. Not everyone can play sniper mechs well -- it only takes one good player to single you out and test your CQC skills to tell you that. And unless your opponents are completely oblivious to their surroundings, you don't always have a good sniping angle if you want to take the shot from long distances -- especially if you're a camper. There are people who travel in large open spaces but rarely would you find one that ignores the salvo shot and not try to maneuver themselves to cover right away. If people are expecting something along the lines of CoD's 1-shot;1-kill snipers, then they're in for a huge surprise.
Despite the ease of using the Powershot+Slug+Sabot salvo, the SS isn't as powerful as you think it is in high tier play.

Best CQC weapon in game(hitscan, 2nd burst dmg, 3rd DPS), combined with the mobility of A-class and ability to regen 50% fuel makes it a killer. We are talking about fraction of a second's difference in time to kill an opponent compared to P-D Vulcan Berserker with ability on(highest DPS in game), and with Berserker you have to keep the enemy in sights until it's dead. With Scout it's [blast -> move -> blast -> move] without the need to keep the enemy in crosshairs between shots.
Not saying it's outright OP, it just has the edge. Sure, Flak only works REALLY well on close/med.close encounters, but it's a cakewalk to close in with Scout if you have any modicum of skill. People speak about SS/Reaper being ridiculous in it's skill/reward ratio, but I don't think Flak Scout is much different in said ratio. I mean easiest to use powerweapon in a fastest (excluding Blitzing Raider) mech. Unless you are at touching distance or have really poor ping, it's virtually impossible to miss with flak. And at touching distance it's still ridiculously easy to hit in comparison to the damage each hit does.

I would say the EOC and grenade launcher in their current form do not belong on an A-class, but that's another debate I suppose.

Actually I dont think SS is unmanageably OP like the other 2.

I would also vote SS, Tech, Scout, maybe Inf, but actually i have to say the cliche is true and it really depends on the game. The ones i'd nominate are only the ones that have the least variation and are most of the time "annoying". Good SS are a pain in many games and spoil a lot of fun sometimes. Fun games against good or better SS are rare in my memories. The tech mostly seems to be not really participating (the mech, not the player) and is very effective without much variation. A free running ultrabuff to one or more enemies.
But while i mostly play reaper, i have a lot more respect for Freds and Raiders. If you don't catch them off guard and get a lead, they just have to keep the crosshair on you, and DPS vs HP will take care of the rest. So either you have to play better and gain damage-lead by dodging the rockets (which is not that easy if we suppose equal players) or you have to retreat at some point. And we all know, in that moment all those teammates have magically disappeared to the other side of the map, and you get some bullets/TOW in the back.

That being said, this only applies when the mechs are put into the right hands.
Also, give a SS a shield and it dominates everything. :-p
