The most popular response has been people saying they only leave when everyone else does - so it seems like mainly a domino effect; one or two people leave and people get the feeling that they'll soon be in an empty (or nearly empty) lobby so they leave too.
The next highest response is people saying that they are just trying to get the daily win bonuses. I confess to doing this myself, and I imagine nearly everyone does it. I play all the game types until I get the bonuses and then pick whichever game type is my favorite and settle in. I understand the point of the bonuses is to encourage people to play all of the game types, but the end result is that people hop around to different servers until they get what they want. This is a major contributing factor to the issue you describe and I think removing the bonuses and replacing them with bonuses for consecutive matches in the same server would go a long way to solving the problem.
Other issues reported are: the time between matches is too long, parties being broken up by the auto-team balancer, and a general mistrust of the auto-balancing feature to keep matches fair. I know some of these things have been addressed recently, but the overall problem of server retention still exists so it will likely take some fine tuning to get things right.
I'm glad the devs recognize this issue and are working towards a solution - keep up the good work!
