Does anyone know whether Internals like Deflectors and Basic Deflectors have their effects stacked when I use both of them_

I don't believe you're able to use two ranks of the same internal at one time, though I could be mistaken. I do, however, know you can't use Mk.2 and Mk.1 items at the same time.

Basic Deflectors and Deflectors are incompatible.

You can not place similar internals normally, but at some point there were glitches allowing you to do this. And yes, they did stack.
