In need of more FPS

I am new to this game, and I don't have a lot of FPS. So, I am here to ask if anyone knows how to get more FPS for the latest Hawken.
Additional information:
I use Windows 8.1 and I don't want to buy ANYTHING to get more FPS.

BE WARNED: Most of what you will find are going to be minor tweaks to help, if you won't spend money then there's nothing that will work a miracle for you, know what I mean_

Well, what are your specs_ (You can use programs like "Speccy" if you don't know how to get detailed information about your PC components.) Posting only the OS version isn't helpful at all.

link on my current *.ini (working 6 days)
it's my old config + some parts from ker4u config (ker4u disable some smoke effect and this version less drop fps in fight)
after u change cfg, turn off VSync in game options (disable vsync, cuz vsync restricted my FPS on 60, but remove the loading from my cheap video card)
with disabled VSync give me about 70-80 fps. sometimes drop to 60 in fight, but i think it's because i have 2gb ram :C
