Plus, the faster ROF means that your enemy gets more notice of his armor bleeding away and could give him a chance to turn and burn, whereas with slug, he may be a lot less clear on if he can take the hit or not. Psychological advantage.
Fair enough from your POV and a valid point about feeling his imminent death and fleeing...I still feel the other way though, I find the Hawkins much more effective at taking enemies out than with the Slug. I take a nice chunk from the start with the Sabot and start munching away at their armour with the Hawkins at the same time, then even though the Sabot has since reloaded I wait that extra second or two for the Hawkins to bleed that little bit more armour till they've got about 1/3 to 1/4 left and then fire my last sabot shot to take them out before they realise they're already dead ...if it's a C class, I fire the second sabot round as soon as it's ready, then the third round usually finishes them off just as my weapon temp reaches the overheat critical point (sometimes I don't overheat, sometimes I do). Both of those scenarios are when I've got LOS on them from start to finish, obviously different tactics have to be employed when they jink in and out of cover or run away - "HUNTER MODE ENABLED"
Sometimes I do change to the slug for variance or when I know I'll be sniping from afar, a lot of the time I am a midfield / on the move sniper and so the Hawkins doubles quite well for a long-mid to close range weapon, especially when you occasionally have face to face run-ins with enemy mechs.
