Since it seems that console commands have been fully disabled in this patch, it would be nice to formally integrate some of its features back into the game.
In particular, I'd love to have a function key of some kind that brings up my FPS and ping statistics. These are extremely useful for monitoring game client performance.

Yeah, if console were enabled, it'd be a simple stat fps in the console.
Without it, only way you'll do it is a third-party program, like FRAPS or MSI Afterburner.
Ping is on the scoreboards, IIRC.

It is, but I don't want to be holding down Tab to monitor lag spikes.
A nice little number in the corner of my game screen showing FPS and ping would be great.

The console key has been moved to F5 to avoid the "can't type @ symbols on non-US keyboards" problem from CBT1. Pass the word around.
I heard this directly from TJ, lead engineer, in-game in basically the first match of CBE2.
You also pull up the console whenever you hit the chat or team-chat buttons in-game... just erase the "Say" or "TeamSay" commands, and it's your old buddy, the console. But yeah. ~ has been moved to F5.

Ah, well that could explain it too.
Obviously, people well-versed in Unreal Engine can move what key it's in with a simple INI Edit, as well.

You don't even need to be that well-versed, just be vaguely aware of what you're looking for and pick the right INI file (that's HawkenInput.ini for the ini-tinkering newbies in the room). It's possible to derp the file up, though, so be careful if you're going to mess with any of them.

Sure, but if you've edited INIs for any UE-based or UDK-based game, you're basically able to edit them for any of 'em.
