Scapes, you still have that 'I survived CBT3 and all I got was this t-shirt' image I made_  Can I make that my submission_  :P

Gunzfire - i think the banner is how you promote your design, i looked at the other contests to see examples.

There is a submission form you download, with a kit. You will need to create a banner to promote yourself, you can look through the other contests to get an idea of what other people have done. You can submit up to 5 designs. They can be for tees, or art prints, it just depends on how you want to submit them.
