Right, so I've been curious about the tech stats for a while now and so I've done some testing. This was done by testing the tech in different situation on the KDR servers. The numbers were reached by repeating the test 3 times, getting the average, then rounding to nearest usable number.
Here's what I found:
HELIX REPAIR TORCH | SELF REPAIR RATE | OUT OF COMBAT:
Without Amplification: 20 HPS
With Amplification: 49 HPS.
HELIX REPAIR TORCH | OTHER REPAIR RATE | OUT OF COMBAT:
Without Amplification: 52 HPS
With Amplification: 142 HPS.
HELIX REPAIR TORCH | SELF REPAIR RATE | IN COMBAT:
Without Amplification: 23 HPS
With Amplification: 28 HPS.
HELIX REPAIR TORCH | OTHER REPAIR RATE | IN COMBAT:
Without Amplification: 34 HPS
With Amplification: 60 HPS.
DECONSTRUCTOR | SELF REPAIR RATE:
Without Amplification: 10 HPS
With Amplification: 17 HPS.
DECONSTRUCTOR | OTHER DAMAGE RATE:
Without Amplification: 17 DPS
With Amplification: 17 DPS
The more you know.
A few things to note: When you use the Deconstructor you're always in combat, there is no difference in you getting or not getting shot while using, for both HPS and DPS.
The healing rate is a set heal per second, not a percent of the max armor.
Wierd thing is: you may notice that the Self healing rates for in and out of combat are very strange. According to my tests you actually get more armor while in combat, when not using Amplification, but it IS lower when having the ability active.
I'd very much like for people who can to get out there and test stuff yourself and post your results here. Double check the facts, as it were.
