I bought the G2 Tech around this whole ability to heal every mech around you, but i tried it in game and the torch repairs the same way as the G1s. Any ideas?

It is special internal for mass-heal.
You heal all, but healing rate highly decreased.

Wait, this is a thing? Healing multiple mechs at once?

It requires the internal. Be wary though, it makes your Amp Beam useless with allies. It still gives you more HP from foes.

I just used half my and bought a decked out G1 Tech does it heal the same rate as the G2?

g2 and g1 mechs weapons/damage are the same, but they have different stats

Yes i witnessed my self a horrible multiple beam technician forming a true! sexball of howken! I even got decimated by it. My double eoc spray was useless against such a macabre technique!
