They cost money, they don't need the additional cost of devolving your mech's capabilities.  Lets live within the brilliantly portrayed physics of the world you've created.

Story-driven physics should dictate advantage/disadvantage.

Like any vehicle, it's all about the thrust-to-weight ratio:
+weight      =    -speed,   -economy,    -maneuverability
-weight       =   +speed,   +economy,   +maneuverability

+bullet damage        =   +heat, or -battery capacity, or +weight
+explosive damage  =   +weight, or -rate of fire,

+armor   =   +weight

so what if:

+armor from the junkyard    =    +weight, bc you're just bolting on more plates.

and conversely:

Ultralight Alloy Armor   =   no change to armor value, but it reduces weight

And for fuel-tank, fuel economy, and fuel regeneration:

Fuzzy Bunny Prius Battery   =   +max charge,   +recharge rate,   very expensive
Fuzzy Bunny BF Battery   =   +max charge,   +weight, cheap
Fuzzy Bunny Vacationer   =   +max charge,   + recharge rate,   -damage or   +heat (EU carrying rig)

Or simple home-tuning craziness:

Gerry rigged   +damage  =   +heat,   bc it's basically just an overclocked processor.

The Tupelov Upgrade = more aggressive/intelligent firmware upgrade for hellfire missiles causes them to track ANY nearby target if they miss or lose their original target, or are fired with no target.  Safeties set to zero.

Speed Upgrades:

bigger jets that +speed but they also =   +weight and   -fuel economy,   cheap

super efficiency jets =   minor or no +speed,   but they +fuel economy,   cheap

-armor = -weight (and with weight loss, speed gain).  For the master of evasion.

Functional item ideas:

Heat Discharger = discharges your heat into recently fallen enemy mech bodies

Energy siphon = quickly refills your fuel by siphoning fallen enemy mech tanks

Armored repair bot = repairs up to 50% max health while in combat, cannot complete full repairs until you hold C and enter repair mode.

Vent mode = Like repair

Just throwing out ideas.  Currently I greatly prefer the options from CB2, and they were not all that enticing.  You could tell the diff they made tho.  These upgrades, I am loathe to install.

Below I'm linking pics of the current upgrade options to facilitate discussion and suggestion.

More benefit please, the difference is barely noticable imo.
also for that much HP they should have more pros then cons

That's pretty much exactly it on the head. Either reduce their cost for being severely less useful, or make them more useful again. It's virtually pointless investing in internals now

I'm using these on my shooter:
1) +bullet damage, worth almost any sacrifice on this mech
2) reinforced armor, lowers my damage and I'd swear I feel it, switching this soon
3) +radar, the only "functional" upgrade that doesn't slow me down somehow. :(

The penalties are currently so high/unfair/plain weird (like, "Explosive Munitions" lower your armor_ Really_), and the benefits so small, that some of the only worthwile upgrades are the improved Repair Kit and the Radar (actually, the more people have the Radar upgrade, the more the upgrade is needed by the oponents).

If the Radar actually increased the heat signature, or if the Repair kit reduced either Armor or Speed somehow, things would be a bit more ballanced for those two.

I'm all for sidegrades. No matter the cost, I don't believe that the internals should ever give you more benefits than they mitigate.
In my mind, they are for further specializing your mech.

Really, my problem with them is that their +/-'s are rather uncreative, and for the most part, good pairings between offensive and defensive internals nearly cancel each other out, which is rather lame.

Also, it's not like you have to buy these with money. You can just grind out the HP.

Exactly this
I'd just like it but I ran out of those.
