this post will likely be overly informative, so take and choose from it what you will.
pubs:
1 emp/3 orb
fusor 2/repair kit 2/extractor 2
this will give you the most mileage in pubs, whether you enjoy the orblord meta or not. if you would rather go for more of a competitive, lordless build on principle, i'd suggest considering:
fusor 3 with a mix of deflectors, fuel, and composite armor. composite armor is basically mandatory in competitive play; but quite a bit less necessary in pub play, excepting very close games. fuel is increasingly good the more well coordinated your team is in comp, but marginally less important for pub play. deflectors are general good stuff, but typically nothing game breaking.
so a comp brawler might look something like:
fusor 3/fuel 2/composite armor or
fusor 3/fuel 1/deflectors 1/composite armor.
generally speaking, 2 emp/2 orb for flak. hawkins can go 1/3 favoring orbs, except on linear maps like wreckage/origin where the emp matters.
i've also experimented with this build:
reconstructor 3/fusor 2/composite armor
it's a very solid build in smaller scale games (3v3 inhouses, for instance), and hit-or-miss in larger objective games with the idea being that you can rotate in and out quickly with other classes and minimize downtime. the recon will also kick in while you're repairing at very low hps to get you back to full faster. the thing to note about this build (relative to comp play) is that oftentimes there is no opportunity to wait 10 full seconds to let it proc. so, when it's good, it's great, and when it's not good, it's doing nothing.
presuming that you both strictly play pubs, and that you also insist on not lording, i'd advise you to aim along the lines of:
fusor 3/deflectors 2/fuel 1
