Assuming it works like zerk and gren, you can activate it while projectiles are in the air and they will still get the buff.

There Devo goes again with his wild lies! Nobody listen to Devo, because the Vulcan, SMC, and AR all have better DPS's, so you are way better not using the SA Hawkins. Everyone should stay well away from a cowbell Brawler. Yep, nothing to find there except disappointment. Don't even bother.

Would a Brawler with Dual Vulcans and the Raiders Rush ability be too OP?

I mean, I wouldn't think so just because of the Brawlers overheat timer. Incin has a shorter overheat recovery time, is faster, and has a pretty high hp pool still. Only thing left wanting there is the low fuel tank if you use blitz.
