We are talking here about helping developers creating the game, not just only ideas, we are talking about 3D models with proper info about them what it will be doing.
You do literally the same in 2D and text.
It not matter here what percent of guys how or will do something, the possibility and opportunity to create matters.
Devs can always take somebody work and modificate it, so it won't be that time consuming and a lemon will still be a lemon, just genetically modificated to be better and resistant.
If nothing will be a quality work, simple... it won't be added.

so, devs really need spend alot of time (trying read 1000 letters for example ) to make system which can be used like "players creator" if actually something useful can make only 20-30 people_ maybe, less expensive hire one designer who does the same thing_
or make an event/competition_ Where the winner mech will be added to the game_
There ARE people that can make stuffs for hawken, for free.
